If two Multiplier Wilds land on one Polar Paws spin, is the win x3 or x4?

Each bowl adds one step instead of multiplying the others: the in-game rules show one Multiplier Wild as x2, two as x3 and three as x4, applied to the spin's total win except Free Spin scatter prizes, and each bowl also acts as a Regular Wild. One bowl for x2, two for x3, three for x4
The red bowl of sweets is the Multiplier Wild. Each one adds a step to the multiplier on the spin's total win, the Free Spin scatter prize excepted, and every bowl also acts as a Regular Wild.
On quickspin.com the top step reads "4x your bet", but the sheet and the in-game rules apply it to the win, and so did the server. In our log 27 winning lines with no bowl on them were multiplied all the same.
The Regular Wild, a pine wreath with a red bow, pays most: €40.00 for five at €1.00. The Santa-hat bear pays €10.00, the other three bears €8.00, the card ranks €3.00 or €4.00.

The 367 spins with neither a bowl nor a bonus paid 9x at most, while every base-game win of 10x or more had a bowl: 20x with one, 29.4x and 54.24x with two. From spin 218 the balance slid for 262 spins to its low; read 81.4% as one short run of a 96.84% game.
Three elves for the first bear, five more for each of the next two
Three Free Spin scatters, elves in red frames, pay 3x the bet and start 10 free spins. Inside, Christmas Elf Progress Scatters fill a meter that turns Polar Bear symbols wild for the rest of the round. The rules give no count; the meter has 3 slots for the Santa-hat bear, then 5 for the wreath bear and 5 for the ribbon cub, both marked +2 SPINS.
So 13 elves turn all three bears and stretch the round to 14 spins; the bear in the purple scarf is not on the meter. Spin 200 of our log found 5 elves, turned one bear on free spin 6 and paid 25.76x. Spin 208 turned bears on free spins 2, 6 and 10; its last four spins paid 43.64x of its 81.52x.

A moon meter in 2013, an elf meter in 2019
Quickspin's 2013 wolf, Big Bad Wolf, shares the 5x3 grid and 25 lines and also meters its free spins: three moons on the last reel add 2 spins, six add 2 more and x2 on every win. It rates 4.24, with a largest simulated win of 1,225x.
In Eastern Emeralds multiplier wilds of x2 to x5 multiply each other on one line, and bonus wilds of up to x8 take that to x1680, for a rating of 5 and 16,003.7x. Polar Paws stops at x4 for the whole spin.
At 3.56 and 819x, Polar Paws is the gentler game. A bowl on 26.2% of our spins kept the base game moving; the bonus hangs on the elves, 25.76x with one bear turned and 81.52x with all three.

Thirteen Christmas Elf Progress Scatters, by the meter beside the free spins reels: three for the Santa-hat bear, then five each for the wreath bear and the ribbon cub. Our 81.52x round got there on free spin 10.
Are the Multiplier Wilds also active in the free spins?
Yes. The rules do not limit the bowls to the base game, and the server applied x2 on free spins with one: 5 of the 10 spins in our 25.76x round had a bowl, and 2 of the 14 in the other.
Which wins do the bowls leave alone?
Free Spin scatter prizes. The rules leave them out of the Multiplier Wild total, so three scatters pay 3x the bet whatever else lands, while line wins are multiplied with or without a bowl on the line. Neither of our two triggers had a bowl on screen.
How many of the four polar bears can turn wild?
